Creature spawns will not differentiate very much if any from the later chapters of the Elder Scrolls. Skyrim follows the same premise as the third chapter, Morrowind, in which players have a low chamnce to encounter even the strongest of enemies at square one. However, as players level in Skyrim they will notice not only stronger spawns, but more of them as well.
Players will also be pleasently surprised, or terrified by the new additions to the enemy list. Dragons will play a very large part in Skyrim. As a player, you are born of the soul of a dragon.
Dragon will be implemented as a stronger boss-type spawn but will roam the maps just as any other creature. When a dragon attacks it will use 'shouts', which are basically different words the dragon uses while blowing fire, ice, etc. Different shouts will create a different attack. As you travel you will find different temples that contain the words of these shouts written on the walls. Since you are dragon born you can learn and utilize these shouts. Shouts will not use Magicka, they will be completely independent and able to be used by any race with any armor equipped.
These additions to the battlefield and a much greater feel for combat on your character, battles such as this seem almost real. Much more time and care will go into choosing how you plan to defeat such enemies.
